Dr. Pierre Coutu, A.A.E., Ed.D.
President, Aviation Strategies International
Dr. Pierre Coutu is the President of Aviation Strategies International (ASI). He is also the Programme Executive of the Global Airport Management Professional Accreditation Programme (AMPAP), a strategic initiative born from a partnership between Airports Council International (ACI) and the International Civil Aviation Organization (ICAO) in 2007.
He is an internationally-recognized expert on airport strategic management and operational matters. After working for the City of Chicago’s Department of Airports (O’Hare, Midway and Meig’s airports), Dr. Coutu joined Transport Canada in 1974. He went on to hold a number of senior management positions over a 13-year period, including Airport Manager of Sept-Îles Airport, General Manager of a major airport development project team in St. John’s, Newfoundland, and Chief, Airport Systems and Services at Transport Canada’s headquarters, with the functional responsibility for passenger and freight terminal operations throughout Canada. This last position involved the development and implementation of national policies, standards, guidelines, regulations and programs for the provision of all airport systems and services pertaining to passenger and cargo processing. Ultimately, Dr. Coutu was appointed Director, Airport Issues Management. While in Ottawa, he also served as a member of the special government Airports Transfer Task Force created to oversee the transfer of government airports to the private and public sector.
In 1987, Dr. Coutu left the Canadian government to help start the newly created International Aviation Management Training Institute (IAMTI). He held a number of senior positions, starting out as Director of Airports and Civil Aviation Management Programs, and ultimately holding the position of Executive Vice-President and Chief Operating Officer. During his years with IAMTI, Dr. Coutu initiated and managed a wide range of airport and airline-related technical assistance projects, namely in Bulgaria, Canada, Mexico, Morocco, Poland, Peru, Russia and Trinidad and Tobago.
Over the years, Dr. Coutu has been a guest speaker at a number of international industry events, hosted by a vast range of organizations. He has been an active member of the American Association of Airport Executives (AAAE) since 1972 and became in 1980 the first non-American to become an Accredited Airport Executive (A.A.E.). In 2017, Dr. Coutu accepted an invitation to become Fellow of the Royal Aeronautical Society (RAeS).
Dr. Coutu has completed specialized graduate studies in air transportation at Northwestern University in Chicago and the Massachusetts Institute of Technology (MIT). He holds a Doctoral Degree in Education (Virtual Work Teams and Distance Education) from Nova Southeastern University, Miami. He has taught airport management in International Aviation MBA programs at Concordia University in Montreal, the Toulouse Business School in France, the Beijing University for Aeronautics and Astronautics in China, and the Danau Krems University in Austria.
Dr. Coutu has directed the development of the ICAO-Concordia University AVSEC Professional Management Course (AVSEC PMC) as well as the ACI-Concordia University Airport Executive Leadership Program (AELP). In 1996, the Minister of Transport of Poland awarded Dr. Coutu a Medal of Achievement to recognize his special contribution to the development of the Polish Air Transportation sector. In 2005, he was appointed to the Transportation Appeal Tribunal of Canada by the Minister of Transport of Canada and he became in 2011 the first recipient of the Airports Council International Paul Genton Medal receiving the award in recognition of his contribution to executive-level training. In 2013, he co-authored a major textbook titled Airport Operations, published and distributed worldwide by McGraw-Hill, and available in English, Japanese and Portuguese.
