Jacques Duchesneau, Senior Advisor, Civil Aviation Security and Aviation Terrorism at Aviation Strategies International, Obtains Ph.D. on Aviation Terrorism

Montréal, January 13, 2016 – Jacques Duchesneau, Senior Advisor, Civil Aviation Security and Aviation Terrorism at Aviation Strategies International (ASI), recently obtained a doctoral degree from the Royal Military College of Canada.

Entitled Aviation Terrorism: Thwarting High-Impact Low-Probability Attacks, Dr. Duchesneau’s thesis pondered the impact of the international legal and regulatory framework on aviation terrorism. Using an exclusive database of aviation terrorist attacks he built himself, Dr. Duchesneau concluded that changes to the international legal and regulatory framework, along with other measures, have indeed contributed to prevent and deter terrorist attacks against civil aviation, leading to a steep decline in the number of occurrences as of 2003.Download Icon

Dr. Duchesneau was a Member of the Québec National Assembly from 2012 to 2014. Prior to that, he was Director of the Anti-Collusion Unit set up by the Government of Québec to tackle wrongdoings in the construction industry. Before that assignment, he was President and Chief Executive Officer of the Canadian Air Transport Security Authority (CATSA) from its inception in 2002 until his retirement in 2008. During his tenure at CATSA, he championed countless initiatives to enhance international cooperation on aviation security. From 1968 to 1998, he had a distinguished career with the Montréal Police Service, including five years as Chief of Police.

Dr. Duchesneau was admitted to the Order of Canada (C.M.) in 1996. In 2006, he was appointed as Knight of France’s National Order of Merit. In 2008, he was bestowed with the National Order of Québec (C.Q.), the province’s most exceptional and prestigious distinction. That same year, he was also awarded the Canadian Decoration (C.D.).

ASI has completed numerous aviation security projects within the last years, namely in Canada, Chad, Macau, Suriname, and South Africa.
