Philip
Baum is a Senior ASI Network Associate. He is a consultant
to the global aviation security community and has been
active in the field for almost 20 years.
Following his military service Mr. Baum was a liaison
officer between the peacekeeping forces (MFO) serving
on the border between Israel and Egypt and the Israel
Airports Authority. On returning to the UK, he joined
TWA’s security subsidiary, International Aviation
Security. From Duty Manager at Heathrow he moved to
TWA’s International Division HQ where he ultimately
became Manager of Security Training and Auditing, responsible
for the implementation of the then ACSSP (Air Carrier
Standard Security Programme) and the Extraordinary measures
contained therein for US carriers operating at overseas
locations. He also monitored the performance of TWA’s
trainers, conducted courses on Passenger Profiling,
Crew Security, Train-the-Security-Trainer and Ground
Security Coordinator Techniques.
Mr. Baum left TWA in February 1996 to establish Green
Light Ltd. Mr. Baum currently specialises in the development
of aviation security training programmes. He runs Hijack
Management seminars for general participation and provides
train-the-security-trainer courses on location for individual
airlines and airports. Other specialist courses include
Passenger Profiling and Document Security. Mr. Baum’s
expertise also drafts National Aviation Security Programmes
and Airport Security Programmes, and conducts airport
and airline operational audits.
Some of Mr. Baum’s past projects include:-
- a three-year contract at Banjul International Airport,
The Gambia, including auditing, training and consultancy
culminating in the airport being certified by the
US F.A.A. for flights to operate to the United States;
a project recognised by ICAO as being a considerable
achievement given the African context;
- the orchestration of Air Travel Security Seminars
for the U.S. Department of Energy to better equip
government personnel who are required to travel overseas
on assignments;
- full scale hijack exercises in Dubai (UAE), Lagos
(Nigeria), Wiesbaden (Germany), Prague (Czech Republic),
Los Angeles (USA), and Manila (Philippines);
- passenger profile training for contract security
companies, including ICTS, Renful, SATS Security Services
and Securair, servicing US air carriers;
- security management courses for the International
Air Transport Association (IATA) in Kingston (Jamaica)
and Kunming (China)
the development of training videos and DVDs that are
now commercially available;
- extended security consultancy contracts in Abidjan
(Cote d’Ivoire), Riga (Latvia), Bangkok (Thailand),
Hong Kong, the Azores (Portugal) and Greenland.
Mr. Baum is Editor-in-Chief of Aviation Security International,
the only international journal dedicated to the aviation
security industry, and he regularly commentates for
CNN, Sky News and BBC on aviation security issues.
