The World Bank recently contracted ASI to conduct
a mission in Saudi Arabia, in response to a request
from the office of the President of Civil Aviation for
technical advice and capacity building guidance. The
mission was led by Charles E. Schlumberger, Principal
Air Transport Specialist from the World Bank. Dr. Pierre
Coutu, ASI President, and Jean-Claude Gourgon, ASI Senior
Consultant provided their technical expertise.
The objectives of the mission were to organize and
hold an airport facilities management workshop for airport
executives as well as to evaluate specialized needs
related to airport management services and air transport
matters in general.
The workshop was attended by 40 participants from Saudi
international and domestic airports and air navigation
services and was customized to the needs of its airport
maintenance engineers and managers. The workshop sought
to examine best practices for evaluating and benchmarking
airport maintenance service providers and contractors,
as well as to develop and implement standards and policies
of the airport operations related to its facilities
maintenance and restoration.
The mission also involved discussions on several issues
related to air transport policy such as the international
air service market, the domestic liberalization of air
services and the planned separation of the Civil Aviation
regulatory functions from the provisions of aviation
services.
